If you don't have a pressure cooker, you can cook the short ribs in a large Dutch oven in a 350 degree F oven for 2 1/2 hours. If your pressure cooker is not large, you can sear the short ribs in a large cast-iron pan before adding them to the pressure cooker. Deglaze the cast-iron pan with the bottle of wine and add the drippings to the pressure cooker also.
